15 minute candles closing 3 minutes late. Broker screwing with you?

I use alpari MT4 moneymarket broker (not with real money). There are some issues though i though would be requiring som attention.
Like whenever the price freezes. How can you know if it's a conscious action by the broker (to stop you from seeing the real feed or trading), or if there just aren't any trades that makes the price move at the time. I would like to have a MT4 feature/script that can see the difference (for example by measuring the incoming tics). Anyone know if there is such thing?
And this thing about candles not closing, sometimes as much as 3 minutes after they're supposed to. For example today the 00.45 (EST) with Alpari candle didn't close until 00.48. What's the issue with that? Is it the broker trying to hinder us from having a good view of their market?
