I don’t think there’s a broker who doesn’t change their spread especially during news hours because the price fluctuations are very erratic. Maybe you can try FXCM; I heard they are trying to keep their spreads in 1 pip.

When major data is released or interest rate decisions etc. are announced
the forex markets become very volatile for a few minutes after that news is released, so its common for the spread to increase several pips for the time till the news is fully digested by the markets. You can also check out the demo platform of wsd-nz.com. as I understand that they also try to maintain reasonable spreads at all times.
