Techs - Confluence of many indicators around the 1.3000-1.3020 region (Fibs, 200-SMA, previous day low)
Fundies - Risk averse environment due to Spanish bailout concerns

And why exactly is this an "old" idea"? Is there some unwritten rule that says price can't traverse the same region again?

I think what they were referring to is the fact that this idea was submitted 5 days ago, in contrast to perhaps a trade idea that could have emerged over the weekend or right at the end of the trading week.
I do agree with you though- your trade idea may still be valid and price action may drive the Euro back up against the USD to trigger your trade. Good luck!
