The majority of brokers offer real-time feeds..... if you can find a way to tap into the feed your broker sends to MT4 you can probably modify it to output data onto a website or whatever you want.

It just means where the price tends to not go any lower than, the level "supports" the price from falling any lower. Basically that's the minimum people think a pair is worth. It may drop below it...
