You need an ECN Broker, to get the best quote and you can trade within spread. ECN Brokers; such as MBTrading. Sometimes the spread is almost zero. Hope this helps.
However ECN brokers take commissions thats how they make money. Other dealers charge you spreads to maintain their own fees (as in applying spread, they get paid…but they do not take commission). with Ecn broker, you pay commission, but do not pay the spread.
I recommend ECN if you have the required papers/ initial capital
Oanda has a .9 pip spread on EUR/USD but that is the cheapest that I’ve seen.

If u find one with 0 pip spread, i suppose ther will be a commission by trade…
