I must have missed something cause on the blogs section of this website, i see nowhere a button to OPEN a blog, can someone tell me where it can be ?

If you mean that you wish to start a blog, then you’ll have to create one somewhere else like at blogger.com.

Once you’ve created your own blog, you can then put a link to it in your profile which people can access when they click on your screen name.

I see. But how do you make a blog that appears in the Blog section of this site (third tag at the top of the webpage, right after “HOME” and “SCHOOL”)

You can’t, unless the management wants to make you a new character.
