The difference in the two is that the core inflation rate does not consider food and energy sectors because their price is very volatile. Inflation rate on other hand would be counted as the whole rate of increase in the price of every commodity.

As far as I know, core inflation is mostly mentioned in the policy announcements. Core inflation is basically known to be CPI but with the most versatile items being broken out. And yes, not to forget that core inflation doesn’t include food and energy prices that can be included in inflation.
