Depends on the situation. For example when a Central Bank defends national currency from speculative attack, it can drain reserves significantly before stabilisation goal is achieved. This happened with China and Russian Central banks because their currencies are prone to suffer from so called “hot flows” - speculative money that move in and out depending change in yield, risk and volatility.
