News trading EA - needed

Hello,
I need help making EA for this trading strategy meant for news trading. The EA should be able to

  1. set date and time of the news to be traded and to
  2. enter market 1 or 2 minutes after the news is released, plus
  3. exponential moving average of 3 at close crossing middle Bollinger band -18 and
  4. RSI less than 50 for sell, greater 50 for buy. And
  5. set take profit of 20 for medium impact news and 40 for high impact news and
  6. exit the trade 5minutes after entry if take profit not trigger for medium impact news; after 10minutes for high impact news

if you are trading the news, there is no way you should be using an EA. You should be closing the trade manually.
