Is their way to optimize an MT4 EA over a fixed period of time such as yesterday or last week?

Yes you can do that in Metatrader 4.

Just open MT4 , then press F6 , choose the forex pair you want to optimize for, pick the date range you want to optimize for, then click “optimization” , then pick “Expert properties” and choose the settings you want to optimize for, and then click START.

Be warned that if you optimize too many settings you are wasting your time as you will end up with a curve fitted EA.
