This sounds unattainable to me but, wow, 2035 is right around the corner.

Not a hope in hell of that being achieved with any degree of still selling new cars at all !
If the Govt DO actually make it illegal - the price of second hand will go through the roof - as will imports of used vehicles from Japan ! (they are only allowed to run a new car for 3 years ! - so people already buy them and ship them to UK !)

Sales of new pure electric (not hybrid) cars in the UK currently about 1.6% of new sales, though new sales are falling faster than the electric car market is growing. The government seem to think new electric car sales will go from 1.6% to 100% in the next few years. Which is possible if almost nobody buys a new electric car…
Isn’t it just ? I’ve been thinking since I posted that whether there’s any way I can get in on it ?
I have in mind a reconditioning workshop where we recondition second hand cars - up to a “New” standard and sell them with warranties etc and fully reconditioned - There may be quite a good market there for sales at great prices - and for jobs for proper traditional mechanics !

Now that’s where the “Anti-capitalists” want us to go “From serfdom to Socialism” (book by Kier HArdy - founder of teh Labour Party) - and now they want to push us back to Serfdom through taking away all the advantages of “the Enlightenment” and “Modernism” - into the chaos of “postmodernism”
