I’m surprised that your problems started with Windows 7. I and others had problems starting with Vista.
No doubt the problem is caused by the location where MT4 is installed. It should no longer be installed in Program Files - that is a special protected folder which requires extra privileges such as admin. If you install it in another folder like My Documents everything will work fine .

Now I am really confused. Downloading .ex4 files hasn’t changed with Windows 7 or Vista. Its done the same as before. I don’t understand the link you provided. How long have you been using MT4?
i been using mt4 for over 2 yrs. prior to vista i had no problems downloading ex4 to mt4. the link i provided, below

is exactly what i get when i left click ex4 file. prior, i was able to download to program, expert and indicator.
also, i had this same problems with downloading mq4 or tpl files but not ex4.
I’m confused too. Are you having trouble with the download itself? Of only when you try to open it? I’m running W7 and didn’t need to buy an app to download EX4 files. Especially one that isn’t from Microsoft itself.
And as CodeMeister said, where you put MT4 is key.
You obviously didn’t have any trouble downloading MT4 itself you should have no trouble downloading the files that go with it.
And dump that app. That sounds fishy.
so frustrating because i can’t trade at all right now. for the longest time i only bought systems in ex4 files so that pretty eliminated\ any systems that was sent in mq4. But basicially the link i posted

What browser are you using? I don’t get anything like the message you are getting with FireFox. As Master Tang suggested perhaps there is something infecting your system or browser that is causing the problem. I would run a full virus scan. The problem is not Windows 7. The problem might be the site you are downloading from, but that is difficult to determine.
