Yes, basically. TA works on any market in any instrument as long as there is a large volume of trading by a large number of participants who are free to trade as they wish.
But, some markets are 24hrs (like forex) and some have closed sessions (like stocks) - do not expect TA for one to work identically for the other. Also, almost everything we know about TA was derived from studies of daily charts - although the market looks fractal so that a 1-minute chart looks like it has the same behaviour as a daily chart, that doesn’t mean it has. So be cautious about e.g. a chart pattern that works on a daily chart working on a 1-min chart.
I don’t know what knowledge exactly you have in mind but whatever it is I can bet that E-minis will be the better place to apply it
