Does anyone know of any website that can show me historical financial news e.g. bank of England decreases interest rates, and what the subsequent effect on GBP pairs was?

Regarding interest rates you can visit central bank websites and check their data section. Some economic calendars display historical policy decisions as well. You can also check Tradingeconomics, they gather various micro and macroeconomic data.
