I have found these two candles in weekly chart…
Is it a qualified engulfing candle ?

It isn’t, but that doesn’t really matter very much.
It’s a [U]bullish-in-principle candle following a small Doji[/U], and that’s more significant than whether or not it’s strictly-speaking “engulfing”. (Even if it were engulfing, the fact that it’s engulfing wouldn’t, [I]in itself[/I], signify much, because it doesn’t take much to “engulf” a small Doji anyway. It wouldn’t be any “better” as a bullish candle if it had gone a tiny bit lower and engulfed its predecessor.)
