Yes you can. But you should also be aware that the regulation of these so-called offshore brokers is less thorough than the European and other major regulatory authorities. In some cases, the regulation is in name only.
However, that need not mean that you should not use them at all. There are some offshore brokers that are actually subsidiaries of large, regulated broker companies and these are partly designed to meet the higher leverage requirements of some traders. In these cases, I think the risks are less worrisome.
But I guess you are already aware of the fact that high leverage can be very dangerous if used/abused in a careless way. So no need to say anything more about that…

Yes, if you really want to use a broker that has chosen to avoid proper regulation.
Those are brokers who want to attract the very inexperienced traders who imagine that high leverage will be an advantage to them. None of these customers will trade profitably in the long run, so the brokers make a lot of money by taking their bets.
The lack of proper regulation never helps any customers. It protects only the brokers, obviously. No real regulator ever rules against them, if there’s a dispute, because the only “regulator” they have is a fake one that charges them an annual fee in order to allows them to say that they’re “regulated”, and to deceive naïve people who don’t understand how the industry works.
In online trading forums there’s a lot of very bad and dishonest information on the subject of brokers offering high leverage. These are also the kind of brokers who pay people by the post for favorable mentions online. Dishonest recommendations are the main way they attract customers.
Yes, choosing a non-European broker operating outside ESMA regulations can provide higher leverage, like 1:100 or more. However, carefully evaluate the broker’s reputation, regulatory status, and risk, as higher leverage increases both profit potential and potential losses.
