Positive US economic data = strong or weak USD?

I’m a bit confused about the impact of strong economic data from the US and its effect on the USD.

I know different reports have different magnification, but from what I can see contradictory reports say things like:

“A positive or better than expected report will cause the dollar to strengthen…”

“Better than expected results will signal an improvement and hence risk appetite will increase decreasing the value of the USD as investors move into riskier assets”

I’ve seen different bloggers/pundits say these 2 differing views about the same data due to be released

What’s the deal?

Risk appetite vs the state of the economy – who wins?

On any given day either one could be the more important factor, though there’s been a shift of late toward good data = higher dollar. It’s not an all the time thing, but more so now than a few months ago.
