Yes, you can use any broker, but try to go with only the regulated one! Since non-regulated FX brokers are dangerous!

I guess you are a retail trader! Then the answer is NO! By the way, why are you not interested with FX broker?
I advise you to look for brokers who have been working successfully for more than 10 years.
I suppose in one sense you can trade foreign currencies without a broker. In some jurisdictions you are able to go to a bureau de change and buy a foreign currency. Later, if it has risen in value, you could convert it into another currency or back into your own currency.
In some countries this is not permitted. Or the amounts are restricted so that the potential profits are small - and you have to pay commission charges with each transaction. But the main problem is that there is no leverage - because there is no broker. So your $100 of currency will only buy $100-worth of another currency. This makes the business financially pointless.
