I wrote IG an email but they were non-responsive. My question is can someone from Romania trade CFDs or spread betting through IG even if you live in another country?

I am not sure I understand the question. I take it your nationality is Romanian, but which country are you living in, and do you have right of residence papers for that country? It may be worth calling the broker help line to get clarification.
