     is there a relationship between treasury bills and the usd?

Yes, when the “big guys” want the safety of the treasury, then they need dollars to buy those…hence the dollar value goes up against the other currencies.

Are you asking if you should invest in T-Bills? Or invest in USD based on the current rate of T-Bills?

Obviously, there should be some kind of relationship between the fundamental situation and the financial markets. However, things not always go as we with the common sense. For example, the huge debts of US and the PIIGS countries suppose to eliminate the both EUR & USD. However, things are far from that so you cannot really point out on the correlation between the economy status and the financial markets, including the USD. However, economies crisis do have impact in the long term and sometimes in the immediate term- if the news are extremely bad.
