RSI is relative strength indicator (or repetitive strain injury - depends on your discipline).

It looks like someone has set up RSI but to a period of 1 bar or candle - never seen that before, I’m not sure why anyone would set this to as low as 1.

Then they have edited the RSI chart by adding high and low marker lines - many charting programmes let you do that.
